Which trash services an association buys depends on its type and on where it sits. Condo buildings with dumpsters and compactors, townhome and condo communities that add doorstep valet trash, and associations that buy bulk, yard waste and storm debris pickup are all regular buyers of waste services in Florida and Texas. This page explains what associations buy, where local government collection rules limit the choice of hauler, who makes the decision, and how many boards can be reached.
What Associations Buy
- Common-area dumpster and compactor service at condo buildings and townhome communities with central trash enclosures, including container rental and compactor maintenance
- Valet (doorstep) trash collection from each unit door on set nights
- Recycling collection for buildings with shared recycling containers
- Bulk item and yard waste pickup from common grounds
- Storm debris cleanup after hurricanes and severe storms
- Clubhouse and amenity waste from pools, fitness centers and parks
- Roll-off containers for renovation projects and cleanup days
- Chute cleaning and trash room sanitation at condo towers
Dumpster service and valet trash are recurring monthly contracts, so one signed association produces revenue every month the contract runs.
Where Local Government Collection Applies
In many Florida and Texas cities and counties, residential curbside collection is provided by the local government or by a franchised hauler, so a single-family HOA may not choose who picks up household trash. Under Fla. Stat. 403.706, municipalities are responsible for collecting and transporting solid waste from their jurisdictions, and a county program does not affect the authority of a municipality to franchise or otherwise provide for that collection. In unincorporated Hillsborough County, for example, franchise collectors were granted the exclusive right to provide commercial solid waste collection, and the county states that many multifamily developments are considered commercial customers when setting up garbage and recycling service. Commercial recycling there is an open market.
In Texas, the City of Dallas Department of Sanitation Services is the exclusive collection provider for single-family homes and duplexes. Multi-family properties may request city roll cart service or may elect a private hauler authorized to do business in the city, and the city does not provide dumpster or roll-off service. Local franchise terms should be checked before a proposal is written. Where a local franchise applies, opportunities shift toward valet trash, compactor maintenance, bulk and storm work, and amenity service rather than basic curbside pickup.
Recycling is also set by state and local policy. Fla. Stat. 403.7032 set a long-term statewide goal of recycling at least 75 percent of municipal solid waste by 2020, and Fla. Stat. 403.706 authorizes local governments to require multifamily dwellings to establish recycling programs. This summary is not legal advice.
Who Makes the Decision
The board approves waste and valet trash contracts. At a managed community, the manager handles day-to-day service issues, collects bids and brings contract renewals to the board. Some management companies keep a preferred vendor list, so reaching both the manager and the board is useful. At a self-managed community, board members handle the process directly. Self-managed associations are listed by county on the Florida and Texas self-managed pages.
How Many Boards Can Be Reached?
The figures below were taken from the HOA Contact Lists database on October 7, 2026. Only associations with at least one current, verified board member contact are counted.
| Associations | Board contacts | 50+ units | 100+ units | |
|---|---|---|---|---|
| Florida HOAs | 27,424 | 112,491 | 15,266 | 10,208 |
| Florida condo associations | 22,638 | 91,035 | 8,961 | 4,984 |
| Texas HOAs and POAs | 16,482 | 44,541 | 6,610 | 4,672 |
| Texas condo associations | 7,428 | 15,412 | 1,040 | 602 |
Valet trash is often priced per door, so contract value tends to rise with unit count. Across both states, 31,877 associations with 50 or more units carry 131,424 current board contacts.

How Lists Are Built for Waste and Valet Trash Companies
- Association type. Condo associations first for dumpster, compactor and valet service, with HOAs added for townhome valet trash, amenity waste and storm debris work.
- Unit floor. 100 units and up for valet trash, which is often priced per door, or 50 and up for dumpster and bulk pickup accounts.
- Service area. Counties, cities or ZIP codes where the company is authorized to haul and can run routes efficiently.
- Board roles. Presidents first, with treasurers added when a contract change is pitched as a cost saving.

Frequently Asked Questions
Can a Florida HOA choose its own trash hauler?
It depends on the location. Under Fla. Stat. 403.706, municipalities collect solid waste from their jurisdictions and may franchise that collection. In unincorporated Hillsborough County, for example, multifamily developments are generally set up as commercial customers and choose among the authorized franchise collectors.
Can a Texas HOA choose its own trash hauler?
Rules are set by each city. In Dallas, for example, the city is the exclusive collector for single-family homes and duplexes, while multi-family properties may use city roll carts or an authorized private hauler.
What is valet trash service?
Valet trash is doorstep collection, where bags are picked up from each unit door on set nights and carried to the community dumpster or compactor. It is bought as a contracted amenity, separate from curbside collection.
Who approves a waste or valet trash contract at an HOA?
The board approves it. At managed communities, the manager usually handles service issues, collects bids and brings renewals to the board.
How many Florida and Texas associations with 50 or more units can be reached?
As of October 7, 2026, 31,877 associations with 50 or more units have a verified board contact in the HOA Contact Lists database, with 131,424 board contacts between them.
