Your footprint, not a statewide list
A fiber provider cannot sell where there is no network. A statewide contact list is mostly waste — you are paying for doors you will never pass.
Scope the list the way serviceability actually works: by ZIP code, the level your network map is drawn at, rather than by county approximations that sweep in addresses you cannot reach. Filter to the door counts that make bulk economics work, and to the board roles that actually vote a contract through.
- By ZIP or county. 287 counties across both states, so you only pay for communities inside your build.
- By unit count. Set the floor wherever your model requires — 21,991 associations carry 100 or more units, and 9,147 carry 250 or more.
- By association type. HOA or condominium, which in Florida changes how quickly a bulk agreement can be approved.
- By board role. President, treasurer, vice president, secretary and directors — the people in the room when the vote happens.
Why HOA boards are the faster bulk sale in Florida
Florida law treats bulk communications differently depending on the type of association, and that difference decides how long your deal takes.
- Condominiums. Under Fla. Stat. 718.115(1)(d), the cost of communications, information or internet services obtained under a bulk contract is a common expense if provided in the declaration. Where the declaration is silent — and in older buildings it usually is — the association generally has to amend it first, which means an owner vote and months of runway.
- HOAs. Under Fla. Stat. 720.309(2), if the governing documents provide for these services the cost is an operating expense. And if they do not, the board may still contract for the service, with the cost allocated on a per-parcel basis.
Read side by side, the practical conclusion is hard to miss: a Florida HOA board can approve a bulk internet agreement without amending its declaration, while a condominium board usually cannot. If your pipeline is weighted toward condos, you are selling into longer cycles for reasons that have nothing to do with your pricing.
