TREC, hoa.texas.gov, and Management Certificates: How This Differs

Texas is one of the few states with an official HOA registry. Under Texas Property Code §209.004, every association must record a management certificate with its county clerk and file it with TREC, which publishes it on hoa.texas.gov. That registry is the authoritative source for confirming an association exists, the plats it governs, and who manages it.

What a management certificate does not include is a way to reach the board. It lists the association, the management company, and a mailing address — not the names, emails, or direct phone numbers of the directors who approve vendor contracts. Searching TREC tells you a community exists; it does not tell you who to call.
