Texas’s Most HOA-Dense Counties (2026 Data)

Texas is one of the fastest-growing HOA markets in the country, but community density is heavily concentrated in a handful of counties. Using our database of 62,000+ verified HOA and condo board member contacts across Texas, we ranked every county by HOAs per 10,000 residents to see where community-governed living is most common. One county stands far above the rest — and it isn’t Houston’s Harris County or Dallas County, despite both having far more total associations.

Texas’s Most HOA-Dense County: Travis County

Travis County — home to Austin — has by far the highest concentration of HOAs and condo associations in Texas, at roughly 36 HOAs per 10,000 residents. That’s more than three times the density of Collin County, the second-place finisher. It is also more than six times the density of Harris County (Houston). That holds even though Harris has over half a million more tracked units. Travis County also has more total associations — 4,880 — than Harris County’s 2,685, despite Harris having nearly four times the population. Austin’s rapid growth over the past two decades has come almost entirely through master-planned, HOA-governed development, which explains the outsized gap.

Why Travis County Is in a Different League

Most Texas counties on this list cluster between 2 and 11 HOAs per 10,000 residents. Travis County sits at 36.4 — more than triple the next closest county. This isn’t just a density story; Travis also leads in raw association count, ahead of Harris County despite Harris having nearly four times the population. Austin’s growth model, built around master-planned communities with mandatory HOA governance, has produced a uniquely concentrated market that doesn’t exist anywhere else in the state at this scale.

What This Means for Contractors and Vendors

For contractors targeting Austin, Travis County offers a density of HOA contracts few other Texas counties can match. In practice, that means tighter routes and more community-level contracts per mile driven. Above all, it is a concentrated market to build a recurring client base in. Contractors in Dallas-Fort Worth or Houston will find lower density but much larger total markets (Harris and Dallas counties combined track over 4,700 associations), which favors a broader territory strategy over hyper-local density. Knowing both numbers — density and raw count — lets you decide whether a tight, high-density territory or a larger, lower-density one fits your crew and travel radius better.

HOA Contact Lists tracks verified board member contacts across all of these Texas counties, so you can search by county, city, or ZIP code and reach the people who actually approve vendor contracts.

Methodology

This ranking is based on HOA Contact Lists’ internal database of 20,079 unique, verified HOA and condo associations tracked across Texas as of July 2026, cross-referenced against U.S. Census Bureau county population estimates. Density is calculated as associations per 10,000 residents. Counts reflect associations with an assigned county in our verified dataset and may not capture every association statewide, particularly very small or newly formed HOAs not yet in public filing records.
