Florida HOA Statistics 2026: Associations, Boards and Management by County

Associations by county

Every county is listed. Associations are assigned to the county where the community is located, not where the management company or registered agent sits. Board seats are officer and director positions reported on the most recent annual filing.

Homeowners associations versus condominium associations

Florida is close to evenly split: 26,894 HOAs against 24,200 condominium associations. The mix is not even across the state. The southeast coast is condominium territory: four of every five associations in Miami-Dade are condominiums, and Broward and Collier are condo-majority as well. Inland counties run the other way. Polk, Lake and Seminole are more than three-quarters HOAs, and Hillsborough and Orange are roughly seventy percent HOAs.

Board size

The statewide average is 4.0 seats per association. Board size tracks the condominium share. Miami-Dade, Duval and Osceola have the smallest boards among the large counties at 3.6 seats, while Palm Beach and Sarasota have the largest at 4.4. Smaller condominiums tend to fill three officer seats and stop; larger HOAs seat five or more directors. The most common filed titles are Director (42,894 seats), President (36,882), Vice President (28,065), Treasurer (25,490) and Secretary (24,910); the remainder are combined titles such as President/Director or Treasurer/Secretary.

Professional management

Just under half of Florida associations (49.4%) list a professional management company. The share is highest in the Gulf Coast growth counties: Osceola (66%), Lee (64%), Collier (61%) and Seminole (60%). It is lowest in the Panhandle and the capital region: Okaloosa (25%), Leon (28%), Walton (35%) and Escambia (36%). Miami-Dade, despite being the largest market, sits below the state average at 42%, largely because its many small condominiums are self-managed.

Condominium buildings subject to SB 4-D

Florida’s 2022 milestone-inspection law requires structural inspections of condominium buildings three or more stories tall once they reach 30 years of age, or 25 years within three miles of the coast under the original statute. Matching the association roster to county tax-roll construction years and verified story counts identifies at least 3,839 buildings statewide that meet both tests. The five largest counties account for three quarters of them. These are floors: roughly 200 age-eligible buildings still lack a verified story count, and associations that could not be matched to a tax parcel are not included.

Methodology

Association counts and board seats are taken from annual reports filed with the Florida Division of Corporations (Sunbiz) and from Department of Business and Professional Regulation condominium records. Only active associations with at least one filed officer or director are counted; registered agents and management-company staff listed on filings are excluded from seat counts. Associations are placed in a county by the location of the community itself, established from the association’s property records, and 370 associations whose community county could not be established are left out of the county table. Management-company status is taken from the filing and from the association’s registered address. SB 4-D figures use construction year from the Florida Department of Revenue tax roll and story counts verified against county property appraiser records and public listings.
